Mp3 Encoding Joint Stereo

How do I convert an MP3 to this format?

128kbps Constant Bit rate MP3s, encoded at 44.1Khz and in either Stereo or Joint Stereo Mix

I am trying to upload them to last.fm

i am not sure about the 44.1 Khz but every thing else can be converted using Creative’s Mediasource Audio Converter.
